The driver said ‘where’s the CCP’ (Chinese Communist Party) as he emerged bleeding from the blue Honda sedan and was grabbed by guards just after 3pm Pacific time.

He was shot when police arrived moments later and was declared dead after being taken to hospital. Stanford student Sergii Molchanov said he was about two meters away from the driver as security guards armed with a knife grabbed him and pinned his arms behind his back. ‘He looked at me and I was a little bit scared because I didn’t know if he had any gun or something,’ Molchanov told the SF Standard .

‘It’s quite terrifying and shocking to see,’ he added. ‘I’ve seen this on TV and to witness it in real life is quite different. People were terrified.

I was quite shocked with all that and am still processing that. ‘ Police bomb squad technicians and explosive-sniffing dogs were brought to the scene amid fear of potential bombs. A neighbor who lives immediately next door reported hearing four or five shots before people rushed out of the consulate and into its courtyard.

The building was evacuated and a white tarp has been placed over the Geary Street entrance to the building where visa applications are processed. ‘When officers arrived at the scene they found the vehicle had come to rest inside the lobby of the Chinese consulate,’ said San Francisco Police Department spokesperson Kathryn Winters. ‘Officers entered made contact with the suspect and an officer-involved shooting occurred.

‘Officers rendered aid and summoned paramedics from the SF Fire Department, and in spite of the life-saving efforts of the police officers, firefighter paramedics and the personnel at the hospital the suspect was later pronounced deceased at the hospital. ‘This is an open and active investigation and the San Francisco Police Department is working and coordinating with investigators from the US State Department. Diplomatic bosses at the consulate reacted with fury to the attack.

‘The mission severely condemns this violent attack and reserves the right to pursue responsibilities related to the incident,’ they said in a statement. ‘Our mission has made solemn representations to the United States, demanding that the truth be quickly ascertained and dealt with seriously in accordance with the law. ‘ Negotiations are taking place for a possible visit by China’s President Xi Jinping to November’s APEC summit in San Francisco, with the Whit House confirming that a meeting with President Joe Biden is a possibility.

The consulate is a frequent target of protests from human rights activists and supporters of the Falun Gong movement. It has twice been damaged in arson attacks , most recently in 2014 when a person emerged from a van parked outside the compound with two buckets of gasoline, pouring it on the front of the building. In November last year the building was sprayed with graffiti after around 100 people held a vigil outside to honor people who died in a fire in China’s Xinjiang province. Residents of a condo opposite the building told the San Francisco Chronical that protests are so frequent they have taken out home insurance against terrorist attacks. This is a breaking news story.
